Hilary has over thirty three years of experience in transportation, mobility innovation, sustainability, equity, and community development and is nationally recognized for her work. She has served on the California Transportation Commission (CTC) from 2019 to 2024, which managed billions of dollars in SB1 funds annually, and chaired the CTC in 2020 and 2021. She was appointed by Governor Gavin Newsom to the CTC in 2019 and reappointed in 2023.  In 2009, in partnership with L.A. Metro and the cities of Los Angeles and Long Beach, she was on the first team to win a federal mobility hub grant, connecting mobility to economic growth.  Hilary is very involved in transportation demand management (TDM) policy and operations the ways that NCPM MODe can positively change our mobility culture, sustainability and real estate.  Long-term goals for MODe hubs include building and operating a network of hubs in growing business districts throughout the United States and Europe.
